

Community-Led Local Place Planning


East Haven Together extends sincere thanks to the Steering Group and all those who have contributed to
East Haven's Local Place Plan.
It has now been submitted to Angus Council.
A registration checklist has also been completed to evidence compliance with legal requirements. This has to be assessed by the Local Authority prior to formal registration of
the Local Place Plan.
Why a Community-Led Local Place Plan?
The charity East Haven Together first developed a community action plan linking to Global Sustainable Goals in 2015. After consideration and discussion, residents voted at their AGM in October 2024 to accept an invitation from Angus Council to develop a Local Place Plan (LPP). This had to be completed and submitted to Angus Council for registration before 31st December 2025.
It provided residents and wider stakeholders with the opportunity to express their views and aspirations about how East Haven should develop over the next 15 years. Following registration of the LPP these views have to be considered in the next
Angus Development Plan.
A steering group drawn from the community was established to provide high level scrutiny and ensure that national standards of engagement and consultation were met. The Local Place Plan report was written by the community and belongs to the community. No generative AI tools or external Consultants were utilised in its content creation, analysis, or drafting.
This page on our web-site was developed to provide wide involvement and inclusion of all stakeholders and keep everybody updated on events and progress.

Supporting Information

In 2024 residents were encouraged to download and read some of the documents
on the Angus Council LPP
web-site. This would help them to make a decision about whether or not they would like to develop a LPP for the village.

Extensive consultation had already taken place in 2024 to enable the EHT Community Action Plan to be updated.
​Residents unanimously agreed that it was important to develop a LPP so the views of residents and stakeholders could influence the next Angus Local Development Plan.

The Steering Group held a workshop to develop a shared understanding of the task ahead and make plans.

It was important to involve Residents in the planning stage

Residents agreed on the area which they feel reflects East Haven's natural boundary and is of importance to the village.

An event was held to provide residents and key stakeholders with information about the main issues which had emerged out of the consultation surveys and provide further opportunity for discussion and debate.

Further consultation took place with Landowners

Two meetings were held for residents in Carnoustie Library to further consider land management and ownership. How it impacts the way the village is managed now and how it might influence the future.

These meetings opened up new conversations and enabled residents to fully consider all possibilities and ideas.

Draft Local Place Plan.
The Steering Group developed a draft Local Place Plan which was shared with residents and the local farmer on 29th October. Over a period of four weeks a number of suggestions for improvement and clarification were made.
The amended report was subsequently issued to statutory stakeholders for a 28 day period of consultation on 5th November 2025. Statutory Stakeholders include all our Local Councillors, our Community Council and our local MSP.
The final Plan was submitted to Angus Council for registration on 22 December 2025.

What's Next?
EHT awaits confirmation from Angus Council following the deadline of 31st December 2025 as to whether the Local Place Plan achieves the required standard for registration.

projects which have emerged through the Plan
